Amends the Senior Citizens Property Tax or Rent Rebate and Older Persons Inflation Needs Act raising the income categories necessary to qualify for benefits.

Amends the Public Welfare Code changing qualifications for recipients of general assistance.

Amends the Landlord and Tenant Act providing for recovery of rent by assumpsit.

Requires county treasurers to give preference to county residents in the issuance of antlerless deer licenses.

Clarifies procedures and provisions of the Local Government Unit Debt Act.

Prohibits persons under citation or bankruptcy proceedings to be an owner, operator or director of another company engaged in surface mining.

Excludes the retail sale of firewood, circulating heaters, cookstoves, furnaces which use wood or coal, solar energy devices or windmills from the sales tax.

Prescribes mandatory jail sentences for certain drug pushers and distribution to certain minors.

Prohibits persons holding elective office during the two months prior to their qualification, from being qualified as election officers.

Amends the Pennsylvania Occupational Disease Act transferring certain functions from the Appeals Board to the Referees.
