Provides for unlawful consumption of liquor and malt and brewed beverages in certain instances.

Provides penalties for driving under the influence of alcohol or drugs.

Establishes procedures for the legislative approval or disapproval of administrative rules and regulations.

Creates a new offense of "sterilization abuse," defined as sterilization not conforming to accepted medical standards.

Further provides for exemption from fees on certain vehicle transfers.

Provides for the public availability of the law enforcement records of certain children.
