Extends the time for the State Board of Examiners of Public Accountants to issue and accept certain applications.

Amends the Unemployment Compensation Law further defining "wages."

Provides that investments by a public utility shall not be made part of the rate base until they become used and useful in the public service.

Provides that public utilities shall charge the same rate to volunteer fire companies, ambulance companies and rescue squads as to residential customers.

Clarifies certain provisions for the approval or disapproval of regulations by the General Assembly.

Provides penalties for driving under the influence of alcohol or drugs.

Provides for unlawful consumption of liquor and malt and brewed beverages in certain instances.

Establishes procedures for the legislative approval or disapproval of administrative rules and regulations.

Requires the disclosure by life insurance companies of the advantages and disadvantages of paying premiums for a year or more in advance.

Creates a new offense of "sterilization abuse," defined as sterilization not conforming to accepted medical standards.
