Allows district attorneys to use fines and forfeited property in drug cases for the purposes of investigation and prosecution in other drug cases.

Establishes a penalty for failure to yield the right-of-way to certain blind pedestrians.

Amends the Vehicle Code requiring the carrying of an insurance identification card by certain persons.

Provides for the description of land conveyed or released in a deed or other instrument by the use of the county tax parcel number of such land.
