Authorizes the granting of tax credits and tax deductions for tuition for education.

Establishes a penalty for failure to yield the right-of-way to certain blind pedestrians.

Provides for funding of industrial, commercial and specialized projects.

Provides for the filling of certain town council vacancies.

Provides for the description of land conveyed or released in a deed or other instrument by the use of the county tax parcel number of such land.
