Provides for energy conservation and management and establishes a State Energy Office.

Authorizes the General Assembly to assist certain states and agencies in the establishment of an Interstate Public Utility Advisory Commission.

Authorizes the granting of tax credits and tax deductions for tuition for education.

Provides for a reduced fishing license fee for certain disabled persons.

Provides for the establishment of a Parental Transportation Advisory Commission by school districts.

Provides for coverage to paid firemen when acting as volunteer firemen during off-duty hours.
