Amends the Marriage Law providing for an immunity test for rubella.

Requires insurers to restore or replace in kind automobiles damaged in accidents.

Restricts the powers of the Environmental Quality Board as to fees charged to the public relating to the use of State parks.

Excludes the retail sale or use of synthetic or imitation fur from the sales tax.

Excludes pensions for military service from the required pension offset deduction from unemployment compensation benefits.

Requires a placard describing first aid choking techniques be displayed in every public eating place.

Excludes from eligibility to become a State depository any banking institution which moves a portion of its operation out of state.

Provides for filling vacancies in certain township offices.

Provides for the transfer of teachers if they are attacked by students.

Provides for an exemption of points to certain persons for certain vehicle violations in cities of the first class.
