Permits the Pittsburgh School District to adjust its interest rate on its Delinquent Earned Income Taxes.

Requires a placard describing first aid choking techniques be displayed in every public eating place.

Excludes pensions for military service from the required pension offset deduction from unemployment compensation benefits.

Excludes from eligibility to become a State depository any banking institution which moves a portion of its operation out of state.

Makes clear that "improvements" includes work on the land which is not incidental to the construction of buildings on the land.

Excludes the retail sale or use of synthetic or imitation fur from the sales tax.
