Increases the State appropriation to community colleges for operating costs.

Provides for six-year terms for Senators and four-year terms for members of the House of Representatives and changes the time of the election of Senators.

Provides that the Department of Education may award a grant to any school district, intermediate unite or vocational-technical school which converts its current heating system to a coal fired heating system.

Designates a dam in Allentown, Lehigh County, as the Samuel W. Frank Memorial Dam.

Provides for the rights of certain landlords and lessees concerning meters to measure oil or gas removed from real property.

Requires the payment of interest on certain escrow accounts.

Eliminates the requirement of court approval for the construction of bridges and viaducts.

Amends the Education Code further providing for disability annuities.

Provides for the commencement of criminal cases within 270 days of filing a written complaint.

Amends the Juvenile Code providing for venue of proceedings.
