Authorizes cooperative advertising by the Liquor Control Board and distillers and wineries.

Provides for the use of the tax for garages to protect certain items.

Prohibits the executive director of an intermediate unit from rejecting the appointment or election of a school director to the intermediate unit board of directors.

Provides for loans to industrial development agencies.

Designates January 15 as Dr. Martin Luther King, Jr. Day, which shall be an official paid holiday for State employees.

Amends the Administrative Code providing for certain contracts.

Regulates the business of home improvement and provides for the registration of contractors and salesmen.

Creates a Regulation Review Act for the purpose of providing legislative oversight of administrative rules and regulations.

Prohibits begging, loitering, consuming alcoholic beverages, and loud and boisterous conduct within 100 feet of any premises licensed pursuant to the Liquor Code.

Requires employees of nuclear power plants to reside within five miles of said plant.
