Adds nonsupervisory professional employees of school districts to those groups for which the General Assembly may provide by law panels for the settlement of grievances or collective bargaining.

Authorizes the Game Commission to pay for damages done by elk.

Authorizes the General Assembly to increase certain retirement benefits or pensions and further provides for the disposition of taxes on aviation fuel.

Regulates amusement ride safety and establishes the State Board on Amusement Ride Safety.

Provides for a mandatory, minimum sentence of two years for the possession of a firearm during the commission of any offense under the Crimes Code.

Transfers all duties, personnel, etc. from the State Highway and Bridge Authority to the Department of Transportation.

Provides for rate discounts for customers located near nuclear power plants.
