Amends the Public School Code requiring the Secretary of Revenue to furnish each school district certain valuation information.

Requires funds to be allotted to extinguish certain mine fires.

Changes certain Federal augmentation appropriations.

Establishes an industrial authority in each county to coordinate municipal authorities within the county.

Provides for off-track pari-mutual wagering on horse and harness races conducted at certain tracks and establishes the Off-track Wagering Fund for educational purposes.

Provides for costs of certain traffic-control devices.

Transfers all programs and employees for motor vehicle operator license examinations to the Department of Transportation.

Authorizes persons employed on public transportation vehicles to use mace.

Revises provisions relating to retirement for public school employees and State employees.

Mandates certain intercity rail service and defines local financial responsibilities.
