Prohibits the revocation of appointment as a deputy game protector solely for reason of age.

Exempts nonscheduled air carriers of freight or passengers from the utilities gross receipts tax.

Provides that Public Utility Commissioners shall serve no more than two terms.

Redefines "compensation" and "net profits" so as to exclude from the personal income tax contributions to Individual Retirement Accounts.

Exempts income earned on federally tax-exempt certificates of deposit from state taxation.

Amends the Mental Health Procedures Act providing that all costs for treatment shall be assumed by the Department of Public Welfare.

Provides a tax credit equal to 15% of the total wholesale value of gasohol produced by a refinery.

Provides for school institutions with day-treatment programs.

Provides that the Department of Public Welfare shall insure that all physically handicapped persons receive shoes as often as they are needed.

Further provides for handicapped parking placards.
