Amends the Public Welfare Code further providing for standards for institutions.

Consolidates the bulk of the domestic relations law.

Proposes a constitutional amendment which would eliminate the current system of retention election for incumbent judges.

Removes cross-filing by candidates for the offices of judges and school board directors.

Requires the Department of Environmental Resources to completely abate pollution in every river or stream where they have required a municipality to construct a sewage disposal system.

Conveys to the Abington Area Line Officers Association, land in Newton Township, Lackawanna County.

Amends Route 50016 in Perry County.
