Removes cross-filing by candidates for the offices of judges and school board directors.

Provides for the payment of tax by individual users for private automobiles and trucks.

Requires the Department of Environmental Resources to completely abate pollution in every river or stream where they have required a municipality to construct a sewage disposal system.
