Changes the fees charged by the recorder of deeds in certain counties.

Establishes a fund into which all moneys collected pursuant to the crime of arson committed for profit would be paid.

Prohibits age discrimination against anyone age 40 or older.

Provides for the promulgation and enforcement of occupational health and safety standards for public employees.

Provide that appeals for reduction of criminal sentences be based on the first sentence imposed, and not upon any subsequent sentences imposed.

Provides for the revocation of sales tax licenses by the Department of Revenue.

Requires possession of insurance identification card while operating a vehicle.

Restricts premium surcharges and penalty points if an insured is nominally at fault.

Allows collection in civil cases before district justices.

Exempts from payment of a fee for the transfer of a vehicle title to a surviving spouse.
