Amends the Pennsylvania No-fault Motor Vehicle Insurance Act providing for converters and ineligible claimants.

Increases the rate of interest imposed on certain late tax payments.

Expands the jurisdiction of district justices to include third degree misdemeanors under Title 30 relating to game, subject to the same limitations as third degree misdemeanors under the Crimes Code.

Requires any person to whom a vehicle is registered to identify the driver to accept responsibility for parking violations.

Provides for a defense relating to arson.

Provides Pennsylvania apple growers with the opportunity to form an association to negotiate sales contracts with food processors, canners, or freezers.

Increase the compensation for witnesses and modify current mileage rate.

Provides minimum, mandatory sentences for certain violent offenders.

Abolishes the Bureau of Correction and creates the Office of Correction.

Authorizes political subdivisions to enter into agreements for joint self-insurance.
