Exempts tuition and fees paid by Pennsylvania residents 23 years of age and younger to Pennsylvania colleges or universities.

Provides for the stocking and sale of miniature bottles of liquor at Pennsylvania liquor stores.

Provides for the registration and regulation of certain off-road vehicles.

Conveys land in South Heidelberg Township, Berks County, to Elmer and Doris Allen and land in the same township to Dorothy Kriebel.

Removes a Department of Justice project and substitutes projects for the Bureau of Correction.

Provides for customer notifications and estimates of service charges.

Amends the Second Class County Assessment Law adding provisions regarding the valuation of property.

Transfers the functions, powers and duties of the Secretary of Community Affairs and the Bureau of Land Records with regard to the custody and care of deeds and other instruments relating to the titles to real estate of the Commonwealth to the Historical and Museum Commission.

Establishes unemployment compensation eligibility for certain self-employed persons.

Requires a course in ancient history to be taught in schools.
