Amends the Vehicle Code eliminating the restrictions on the use of proceeds allocated to certain cities.

Provides for customer notifications and estimates of service charges.

Removes a Department of Justice project and substitutes projects for the Bureau of Correction.

Amends the Second Class County Assessment Law adding provisions regarding the valuation of property.

Transfers the functions, powers and duties of the Secretary of Community Affairs and the Bureau of Land Records with regard to the custody and care of deeds and other instruments relating to the titles to real estate of the Commonwealth to the Historical and Museum Commission.

Provides for the stocking and sale of miniature bottles of liquor at Pennsylvania liquor stores.

Exempts tuition and fees paid by Pennsylvania residents 23 years of age and younger to Pennsylvania colleges or universities.

Provides for the registration and regulation of certain off-road vehicles.

Establishes a program of pharmaceutical assistance to the aged.

Amends the Liquor Code allowing recognized subordinate lodges or chapters of fraternal benefit societies to apply for special occasion permits.
