Scope and Contents

A Resolution establishing a select committee to conduct a study for the future of Soldiers' Grove and the continued use of the Medal of Honor Memorial Garden, known as the "Tides of War," located within Soldiers' Grove, and to provide for the necessary enhancements to this hallowed ground. Committee Members were Rep. Stephen Barrar (Chair); Rep. Chris Sainato (Vice Chair); Rep. Mark Gillen; John Brenner, Chairman PA State Veterans Commission; Major General Wesley Craig, Department of Military and Veterans Affairs; Sherrie Phillips, Department of General Services; Senator Lisa Baker; Senator Tim Solobay; Stacy Levy, Winifred Lutz, and Dennis Ryberg (designers and landscapers). The Committee had three meetings and one tour over the 2011-2012 session.

Pursuant to House Rule 45 of the Pennsylvania House of Representatives (titled “Powers and Duties of Standing Committees and Subcommittees”) governing the management and disposition of historically valuable committee material, the secretary of the committee must record the attendance of Members and any votes taken, the minutes of the meeting and records, bills, and other papers in the possession of committees and subcommittees which must be submitted to the Chief Clerk at the end of every two year legislative session for permanent archival storage.
