This collection contains the records of the State Government Committee for the 1979-1980 session, Republicans in the majority. Chairman James J. Gallen (R) serving with Vice-chairwoman June N. Honaman (R). The Secretary was Harold F. Mowery, Jr. (R). This committee met over major topics such as land conveyance, the election code, lobbying control, changes to the Constitution of the Commonwealth of Pennsylvania, public official employee ethics, public official compensation and provisions for a statewide telephone 911 system. This committee also held public hearings in Harrisburg to discuss acts that would amend the election code and acts that would regulate the practice of lobbying and provide for penalties.

Method of Acquisition

Pursuant to House Rule 45 of the Pennsylvania House of Representatives (titled “Powers and Duties of Standing Committees and Subcommittees”) governing� the management and disposition of historically valuable committee material, the secretary of the committee must record the attendance of Members and any votes taken, the minutes of the meeting and records, bills, and other papers in the possession of committees and subcommittees which must be submitted to the Chief Clerk at the end of every two year legislative session for permanent archival storage.
