Scope and Contents
The records of the Professional Licensure Committee from the 2015-2016 session, the Republicans in majority. The chairs were Julie Harhart (majority) and Harry A. Readshaw. Vice chairs were Joe Emrick (majority) and William C. Kortz. Secretaries were Marcy Toepel (Majority) and Jaret Gibbons. The Committee covered many bills during the session. Major topics included barber teacher licenses (House Bill 246), allowing nurse practitioners to open independent practices (House Bill 765), the Plumbing Contractors Licensure Act, which would establish a State Board of Plumbing Contractors under the Department of Labor and Industry (House Bill 1357), music therapy (House Bill 1438), diabetes education (House Bill 1851), licensure for home inspectors (House Bill 1421). Bills passed include, House Bill 64, which provides for continuing education regarding suicide prevention, House Bill 325, which eliminated the Auction House license, House Bill 1275, which allows dentists from other states and countries to take continuing education courses in Pennsylvania dental schools, and allows dentists from other countries to obtain restricted faculty licenses authorizing them to teach in Pennsylvania, and House Bill 1864, which allows cosmetology schools to charge the public a reasonable fee for student practice.

Pursuant to House Rule 45 of the Pennsylvania House of Representatives (titled “Powers and Duties of Standing Committees and Subcommittees”) governing the management and disposition of historically valuable committee material, the secretary of the committee must record the attendance of Members and any votes taken, the minutes of the meeting and records, bills, and other papers in the possession of committees and subcommittees which must be submitted to the Chief Clerk at the end of every two year legislative session for permanent archival storage.
