Scope and Contents

The records of the Local Government Committee from the 2015-2016 session, the Republicans in majority. The chairs were Kate Harper (majority) and Robert L. Freeman. Subcommittee chairs on boroughs were Mindy Fee (majority) and Sid Michaels Kavulich. Subcommittee chairs on counties were Tarah Toohil (majority) and Tim Mahoney. Some major topics included student housing (House Bill 809), local taxes, and retirement and pension reform. Bills that passed include House Bill 823, which provides educational programs for tax collectors, House Bill 910, which created new language that states that any town officer shall only be removed by impeachment, the Governor for reasonable cause, upon conviction of misbehavior, or any infamous crime, Senate Bill 1038, which added the President Judge of the Court of Common Pleas in 3rd class counties to the juvenile detention governing board.

Pursuant to House Rule 45 of the Pennsylvania House of Representatives (titled “Powers and Duties of Standing Committees and Subcommittees”) governing the management and disposition of historically valuable committee material, the secretary of the committee must record the attendance of Members and any votes taken, the minutes of the meeting and records, bills, and other papers in the possession of committees and subcommittees which must be submitted to the Chief Clerk at the end of every two year legislative session for permanent archival storage.
