Scope and Contents

The records of the Pennsylvania House of Representatives’ Finance Committee, the Republicans in the majority, the Democrats in the minority. The Chairs of the Committee were Bernie O’Neill (majority) and Jake Wheatley Jr. (minority). The Vice Chairs of the Committee were Michael Peifer (majority) and Madeleine Dean (minority). The Secretaries of the Committee were George Dunbar (majority) and Margo Davidson (minority).

The Finance Committee of 2015-2016 made various changes to the Tax Reform Code of 1971 that resulted in clarification of definitions and expansion of tax credits and rebates to various groups. These groups include but are not limited to, video game production companies, the Neighborhood Assistance Program (NAP), education, food sales in youth centers, and Energy Star products. The Committee also amended the act to further provide classes of income and created a Tax Amnesty Program.

The Committee amended the Taxpayer Relief Act of 2006 by providing further definitions and exceptions for senior citizens and military members. Additionally, the committee made various amendments to the State Lottery Law, further providing definitions and funds for a compulsive and problem gambling support program as well as provisions regarding winner’s debts to the state and future state assistance benefits.

Method of Acquisition

Pursuant to House Rule 45 of the Pennsylvania House of Representatives (titled “Powers and Duties of Standing Committees and Subcommittees”) governing the management and disposition of historically valuable committee material, the secretary of the committee must record the attendance of Members and any votes taken, the minutes of the meeting and records, bills, and other papers in the possession of committees and subcommittees which must be submitted to the Chief Clerk at the end of every two year legislative session for permanent archival storage.
