Scope and Contents
The records of the Pennsylvania House of Representatives’ Children and Youth Committee, the Republicans in the majority, the Democrats in the minority. The Chairs of the Committee were Katherine M. Watson (majority) and Scott Conklin (minority).
The Children and Youth Committee of 2015-2016 changed legislation concerning public and religious child care facilities as well as regulations regarding adoption, foster care, and public welfare. The Committee made various amendments to Title 23, concerning but not limited to the expansion of the definition and reporting of child abuse; the development of adoption services; and a more detailed explanation of child protective services.
The Opioid Abuse Child Impact Task force Act (HB 2345), introduced by this committee, established a task force to assess the impact of the opioid abuse epidemic on children was introduced by this committee.
Several public hearings and informational meetings were held to address changes to adoption legislation as well as Children and Youth Services reform. These records also contain evidence of informational meetings on Juvenile Justice System procedures and programming.

Pursuant to House Rule 45 of the Pennsylvania House of Representatives (titled “Powers and Duties of Standing Committees and Subcommittees”) governing the management and disposition of historically valuable committee material, the secretary of the committee must record the attendance of Members and any votes taken, the minutes of the meeting and records, bills, and other papers in the possession of committees and subcommittees which must be submitted to the Chief Clerk at the end of every two year legislative session for permanent archival storage.
