Scope and Contents

The Office of the Speaker of the House: Protocol and Special Events Collections contains institutional records obtained from Jeanne Schmedlen. Jeanne served as the Coordinator of Special Projects and Chief of Protocol for the Office of the Speaker of the House starting in January of 1995. The collection spans four decades and includes records from previous special events coordinator Joyce A. Endsley. The collection includes: programs, events, delegations, newspaper clippings, photographs, video, personal correspondence, speeches, projects, publications, agendas, and personal artifacts.

The collections spans the administrations of Kenneth B. Lee (1973-1974); Herbert Fineman (1975, 1977); K. Leroy Irvis (1977-1978, 1983-1988); H. Jack Seltzer (1979); Matthew J. Ryan (1981, 1995-2003); James J. Manderino (1989); Robert W. O'Donnell (1990-1991); H. William DeWeese (1993-1994); John M. Perzel (2003-2006); Dennis O'Brien (2007-2008); Keith R. McCall (2009-2010).

Arrangement Note

This collection is arranged into 30 boxes. Boxes one through twenty-three contain the following series arranged by year: Pre 1990 through 2009. Sub-series can include titles such as: correspondence, events, lists, newspaper clippings, projects, and speeches. Boxes twenty-four through twenty-eight are arranged by subject files. Boxes twenty-nine through thirty include media material, which include VHS and Beta tapes. Box thirty includes artifacts from Speaker Keith McCall.

Method of Acquisition

Pursuant to House Rule 45 of the Pennsylvania House of Representatives (titled “Powers and Duties of Standing Committees and Subcommittees”) governing the management and disposition of historically valuable committee material, the secretary of the committee must record the attendance of Members and any votes taken, the minutes of the meeting and records, bills, and other papers in the possession of committees and subcommittees which must be submitted to the Chief Clerk at the end of every two year legislative session for permanent archival storage.
