Finance Committee, 2007-2008
Scope and Contents
The 2007-2008 Finance Committee dealt with several specific topics, most relating to taxes. Public hearings were held on the following issue: earned income tax credit (House Bill 377); the treatment of Goodwill following business combination of a banking institution; the amusement tax; combined reporting (House Bill 1186); youth employment incentive tax credit (House Bill 333); property tax reform (House Bill 1600); property tax relief for low income seniors in Philadelphia (House Bill 93); limiting school taxes in districts where schools lie in more than one county (House Bill 1184); taxation of oil gas and minerals (House Bill 1373); the Pennsylvania Public Pension System; Pennsylvania’s debt burden; research and development tax credit (House Bill 2250); municipal claim and tax lien law (Senate Bill 777); dedicating a portion of sales and use tax to the Game and Fish Commission (House Bill 1676); extending prudent person standard for State Treasurer for two additional years (House Bill 2259); requiring tax collectors to accept property tax payments from escrow agents and accounts (House Bill 2091); enabling certain cities, boroughs, towns and townships and school districts to levy, assess and collect certain taxes); and campaign financing and investment relations relating to the state treasury (House Bill 2378). The Finance Committee was involved in reviewing bills for Special Session #1 of 2007-2008 regarding Energy Policy. These records are located in Series 6 and include a committee record, two meetings and the Special Session House Blue Backs. Almost all the meeting and public hearing files include attendance and votes records, minutes, related legislation and legislative analysis, amendments and fiscal notes. If correspondence was received by the Finance Committee regarding legislation, it has been filed with the meetings or public hearings in which the legislation was discussed. The testimony given at a public hearing is almost always included in each public hearing file, however, the official transcript is housed in our Public Hearing Transcript Database.
