Scope and Contents
The 2007-2008 Session Environmental Resources and Energy Committee handled all typical Committee issues, however, it also dealt with several specific issues such as: enhancing the ability of the Pennsylvania Energy Development Authority (PEDA) to support the development of alternative energy sources (House Bill 1200); Coal Bed Methane (House Bill 1735); the Governor's Energy Initiative; and the Marcellus Shale Gas Play.
In addition, the Environmental Resources and Energy Committee discussed and handled bills resulting from the Special Session on Energy which was convened by the Governor on September 17, 2007 "to consider any and all legislation regarding funding for and the making of investments in clean and renewable energy, energy conservation, and economic development efforts relating thereto, and the establishment of requirements regarding the renewable energy content of liquid fuels" (Journal of the Pennsylvania House of Representatives, September 17, 2007, p.1). One of the main issues resulting from Special Session 1 and discussed in the Environmental Resources and Energy Committee involved energy rate caps expiring. Two hearing were held on Special Session House Bill 54 designed to provide an extension of rate caps and for implementation of a least-cost portfolio approach at the end of the rate cap period. Three additional hearings were held on electric price volatility after rate caps expire. Because the Committee frequently discussed regular session bills and special session bills at the same meeting, all meetings and public hearings are in Series 2. However, the Special Session Blue Backs and Resolutions are separated and available in Box 2, Folders 9 and 10.
Generally speaking, meeting and public hearing files contain memos, agendas, minutes, legislation and related documents such as analysis, amendments and correspondence for and against the legislation. Testimony from public hearings and informational hearings is almost always included.
The Democrats were in the Majority during the 2007-2008 session. Camille "Bud" George chaired the Environmental Resources and Energy Committee, Michael Gerber chaired the Subcommittee on Energy, Jim Wansacz chaired the Subcommittee on Mining, John Yudichak chaired the Subcommittee on Parks and Forests and H. Scott Conklin served as Secretary. On the Republic side, Scott Hutchinson served as Minority Chair of the Committee, Dave Reed served as Minority Chair of the Subcommittee on Energy, Richard Stevenson served as Minority Chair of the Subcommittee on Mining, and Martin Causer served as the Minority Chair of the Subcommittee on Parks and Forests.

Method of Acquisition
Pursuant to House Rule 45 of the Pennsylvania House of Representatives (titled “Powers and Duties of Standing Committees and Subcommittees”) governing the management and disposition of historically valuable committee material, the secretary of the committee must record the attendance of Members and any votes taken, the minutes of the meeting and records, bills, and other papers in the possession of committees and subcommittees which must be submitted to the Chief Clerk at the end of every two year legislative session for permanent archival storage.
