Scope and Contents

The 2001-2002 Environmental Resources and Energy Committee dealt with all standard issues generally discussed in the Committee. However, they also dealt with several specific issues such as the commercial river dredging industry, coal mining, agreements for certain municipal and residual waste facilities (House Bill 1436), blasting licenses issued by the Department of Environmental Protection (House Bill 1467), Environmental Conservancies, Water-Well Construction Standards (House Bill 1591), All-Terrain Vehicle (ATV) and Snowmobile Recreational Trails Issues, Water Resources Conservation and Protection (House Bill 2230), the "Growing Greener" Program and natural gas drilling on state-owned lands. The Committee toured several sites including PPL Holtwood Hydroelectric Generation Station in Holtwood, PA; two coal mines (Enlow Fork Mine and RAG Emerald Mine) in Washington, PA; Covanta Energy's Waste to Energy Plant in Marietta, PA; and the Lycoming County Landfill.

Within the Committee, the Subcommittee on Mining and the Subcommittee on Parks and Forests exist. However, only the chair of the Subcommittee on Parks and Forests submitted records for the 2001-2002 Session. Throughout the session, this subcommittee toured Ohiopyle State Park in both Fayette and Allegheny Counties and Fallingwater, Frank Lloyd Wright’s masterpiece of architecture.

The 2001-2002 Environmental Resources and Energy Committee was chaired by Republican Arthur Hershey. Richard Stevenson chaired the Subcommittee on Mining and Carole Rubley chaired the newly created Subcommittee on Parks and Forests. Charles McIlhinney served as the Republican secretary. On the Democrat side, Camille "Bud" George served as the Minority Chair of the Committee, Dan Surra served as the Minority Chair of the Subcommittee on Mining and Robert Freeman served as Minority Chair of the Subcommittee on Parks and Forests. Jim Wansacz was the Democrat secretary.

Pursuant to House Rule 45 of the Pennsylvania House of Representatives (titled “Powers and Duties of Standing Committees and Subcommittees”) governing the management and disposition of historically valuable committee material, the secretary of the committee must record the attendance of Members and any votes taken, the minutes of the meeting and records, bills, and other papers in the possession of committees and subcommittees which must be submitted to the Chief Clerk at the end of every two year legislative session for permanent archival storage.
