Scope and Contents
The 2011-2012 Urban Affairs Committee was chaired by Keith J. Gillespie (Majority) and R. Ted Harhai (D). John J. Taylor (Majority) and Michelle F. Brownlee (D) served as Subcommittee Chair on Cities, Counties-First Class. T. Mark Mustio (Majority) and Daniel J. Deasy (D) served as Subcommittee Chair on Cities, Counties- Second Class. Susan C. Helm (Majority) and Patty Kim (D) served as Subcommittee Chair on Cities, Counties- Third Class. The Secretaries were Keith J. Grenier (Majority) and James Clay (D). During this session the committee held a series of public hearings in conjunction with the Senate Urban Affairs and Housing Committee in Pittsburgh, York, Wyomissing, and Philadelphia. Additionally, House Bill 1417 details steps for abandoned personal property; House Bill 1490 addressed corrections for Title 53; and House Bill 2434 furthers the Pennsylvania Housing Affordability and Rehabilitation Enhancement Act.

Pursuant to House Rule 45 of the Pennsylvania House of Representatives (titled “Powers and Duties of Standing Committees and Subcommittees”) governing the management and disposition of historically valuable committee material, the secretary of the committee must record the attendance of Members and any votes taken, the minutes of the meeting and records, bills, and other papers in the possession of committees and subcommittees which must be submitted to the Chief Clerk at the end of every two year legislative session for permanent archival storage.
