Scope and Contents

The Children and Youth Committee of the 2007-2008 Session was chaired by Democrat Louise Bishop. She, with fellow democrats Rosita Youngblood (Vice Chair) and Ken Smith (Secretary) ran the committee with Republicans Carol Rubley (Minority Chair) and Julie Harhart (Minority Vice Chair).

This committee held many public hearings involving topics such as Preventing School Violence, Prevention of Substance Abuse, Violence against Children, After School Programs, the Child Wefare System, Child Chare, School Program and Local Education Foundations.

This collection is arranged into three series: Series 1. Committee Record; Series 2. Meetings, Tours and Public Hearings; and Series 3. House Blue Backs.

Method of Acquisition

Pursuant to House Rule 45 of the Pennsylvania House of Representatives (titled “Powers and Duties of Standing Committees and Subcommittees”) governing the management and disposition of historically valuable committee material, the secretary of the committee must record the attendance of Members and any votes taken, the minutes of the meeting and records, bills, and other papers in the possession of committees and subcommittees which must be submitted to the Chief Clerk at the end of every two year legislative session for permanent archival storage.
