Scope and Contents

During the 2009-2010 Session, the Agriculture and Rural Affairs Committee dealt, in depth, with the following topics: Horse Breeding, Agriculture Surplus System, Public Eating and Drinking Laws, Environmental Issues, Forest Products Industry, Biofuel Development, the Dairy Market, and Farming.

The 2009-2010 Agriculture and Rural Affairs Committee was chaired by Democrat Michael Hanna. With him, David Kessler served as Vice Chairman and Scott Conklin served as Secretary. On the Republican side, John Maher served as Minority Chairman, David Millard served as Minority Vice Chairman and Carl Metzgar served as Minority Secretary.

Pursuant to House Rule 45 of the Pennsylvania House of Representatives (titled “Powers and Duties of Standing Committees and Subcommittees”) governing the management and disposition of historically valuable committee material, the secretary of the committee must record the attendance of Members and any votes taken, the minutes of the meeting and records, bills, and other papers in the possession of committees and subcommittees which must be submitted to the Chief Clerk at the end of every two year legislative session for permanent archival storage.
