Children and Youth Committee, 2003-2004
Scope and Contents
The Children and Youth Committee records from the 2003-2004 session, the Republicans in the Majority. The committee addressed a wide range of topics: from mental health services for those with drug and alcohol addictions to ways to stop mothers from smoking while pregnant, from autism and child abuse to teen suicide screenings for at-risk teens. They also toured the Danville Center for Adolescent Females at the Danville State Hospital.
The Chairs were Jerry Wayne Birmelin (Majority) and Michael C. Gruitza (Minority). The Vice Chairs were Julie Harhart (Majority) and Rosita C. Youngblood (Minority). The Secretaries were Jeff Armstrong Coleman (Majority) and Mike Horsey (Minority).

Pursuant to House Rule 45 of the Pennsylvania House of Representatives (titled “Powers and Duties of Standing Committees and Subcommittees”) governing the management and disposition of historically valuable committee material, the secretary of the committee must record the attendance of Members and any votes taken, the minutes of the meeting and records, bills, and other papers in the possession of committees and subcommittees which must be submitted to the Chief Clerk at the end of every two year legislative session for permanent archival storage.
