This collection contains the records of the Health and Welfare Committee for the 1979-1980 session, Republicans in majority. Chair Joseph V. Zord Jr. (R) serving with Subcommittee chairman on Health William K. Klingaman Sr. (R),� Subcommittee chairman on Welfare Vern Pyles (R) and Subcommittee Chairman on Youth and Aging Marvin E. Miller Jr. (R). The Secretary was John E. Peterson (R). The committee met over major topics including the certification of health care providers, cancer research, childcare, abortion, welfare services, and smoking and drinking in public areas. It held public hearings in Harrisburg about cancer research, in Pittsburgh covering topics including adoptions, welfare, discrimination, and controlled drug substances and in Kingston and Waynesboro, relating to welfare.

Pursuant to House� Rule 45 of the Pennsylvania House of Representatives (titled “Powers and Duties of Standing Committees and Subcommittees”) governing� the management and disposition of historically valuable committee material,� the secretary of the committee must record the attendance of Members and any votes taken, the minutes of the meeting and records, bills, and other papers in the possession of committees and subcommittees which must be submitted to the Chief Clerk at the end of every two year legislative session for permanent archival storage.
