Scope and Contents

The records of the 1985-1986 session of the Health and Welfare Committee, the Democrats in majority.� The committee was chaired by James Barber (Majority). Frank Pistella (Majority) served as Chair of the Subcommittee on Health, while the Subcommittee on Welfare was chaired by Michael Dawida (Majority) and the Subcommittee on Youth and Aging was chaired by Allen Kukovich (Majority). Donald Dorr (Minority) served as Minority Chairman. Joseph Gladeck served as Minority Chair of the Subcommittee on Health, while Paul Clymer served as Minority Chairman of the Subcommittee on Welfare and Joseph Lashinger served as Minority Chairman of the Subcommittee on Youth and Aging.� Richard Kasunic (Majority) was the Secretary.

This collection consists of 11 boxes.� Box 1 contains Committee Record (folder 1), Committee Attendance Records (folder 2), Meetings, Public Hearings, Reports and Reviews (folders 3-25) and House Bills (folders 26-34). Box 2 contains House Bills (folders 1-23), Senate Bills (folders 24-37), House Blue Backs (folders 38-46) and Senate Green Backs (folder 47).� Box 3 contains Regulations (folders 1-42).� Box 4 contains Regulations (folders 1-30) and General Subject Files (folders 31-36).� General Subject Files continues from box 5 through box 9, and box 9 also contains Subcommittee on Health (folder 16). Boxes 10 and 11 contain Select Committee to Investigate Recent Regulations Adopted by the State Department of Public Welfare in Relation to the Reimbursement for Nursing Homes pursuant to House Resolution 113.

Pursuant to House� Rule 45 of the Pennsylvania House of Representatives (titled “Powers and Duties of Standing Committees and Subcommittees”) governing� the management and disposition of historically valuable committee material,� the secretary of the committee must record the attendance of Members and any votes taken, the minutes of the meeting and records, bills, and other papers in the possession of committees and subcommittees which must be submitted to the Chief Clerk at the end of every two year legislative session for permanent archival storage.
