This committee was created on January 28, 1974 by Senate Resolution 57. The prime sponsor was Thomas Martin Nolan. The committee was created in response to recent events pointing towards a disregard for the health and safety of the elderly, indigent, and sickly.
Chairman, Francis J. Lynch and Vice Chairman, James E. Ross. Other members include Henry Messinger, Chares Dougherty, and Ralph W. Hess.
