This subcommittee was formed on January 15, 1934 by House Majority Leader Robert J. Butera. It was created as a response to the energy crisis happening in Pennsylvania. The subcommittee members included the chairmen of the Committees on Conservation, Consumer Protection, Business and Commerce, and Mines and Minerals, in conjunction with their minority chairmen counterparts, and one other member from each of the four committees, to create a 12-person committee.

Laudadio, Sr. (Mines and Minerals), Bernard F. O'Brien (Mines and Minerals), Paul G. Ruane (Mines and Minerals), L. Eugene Smith (Business and Commerce Chair), and James J. Ustynoski (Mines and Minerals Minority Chair).
