Scope and Contents

The special committee was established on January 22, 1973 with House Resolution 14, and composed of four members of the Majority Caucus and three members of the Minority Caucus. Chair, Warren H. Spencer. Other members include James D. Barber, George W. Gekas, William K. Klingaman, Sr., Russel P. Letterman, James J. Ustynoski, and Robert C. Wise.

This special committee was formed to investigate the legality of the closing of the Blossburg State Hospital by the Department of Public Welfare. The report was written after September 1974.
