Scope and Contents
This speech discusses "Agency Shop," which if passed requires state public school employees to pay union dues, whether or not they're in a union. A similar bill was vetoed by Governor Thornburg in his last term, but Governor Robert Casey is supported by the unions and is expected to sign Senate Bill 291.
