Letter, December 19, 1972, from Catherine Boyd Branch, Secretary to Governor Shapp, to Richard Thornburgh. Thornburgh had requested a meeting with Shapp and Shapp was out of office.

Memo, January 28, 1974, from James R. Malley. During hearing on January 25, 1974 Richard L. Thornburgh provided a chart to explain the allotment of funds. The chart is attached. Chart not digitized.

Memo, January 28, 1874, from James. R. Malley. Discusses the attached letter from Israel Packel, Attorney General, to H. Joseph Hepford, written January 25, 1974. It was handed over during the public hearing on January 25, 1974.

And the preface to the "Comprehensive Plan for the Improvement of Criminal Justice in Pennsylvania" 1973. The original memo they were attached to is found in Box 6, Folder 285. Another set of copies of the memo and letters are found in Box 7, Folder 313.
