House Resolution 42 established and directed on February 8, 2001, a Select Committee of the House to examine matters relating to the system for funding public education in the Commonwealth. On June 5, 2001, the House Representatives adopted House Resolution 42 and required a final report to be submitted by September 15, 2001. The Select Committee was composed of fifteen members, eight of whom were appointed by the Speaker of the House of Representatives and seven of whom were appointed by the Minority Leader in the House of Representatives. The Representatives appointed to the Select Committee on Public Education Funding included Mario Civera (Chairman), Jeff Coleman, Nicholas A. Micozzie, Samuel Rohrer, Carole Rubley, Stanley Saylor, David J. Steil, Nicholas Colafella, Lawrence H. Curry, Frank Dermody, Thaddeus Kirkland, Anthony J. Melio, John E. Pallone, and Sara G. Steelman. However, House Resolutions 315 and 607 extended the final reports submission no later than November 30, 2002 and allowed the members that were currently serving on the select committee to continue to serve. The first meeting of the Select Committee on Public Education Funding was March 19,2002. Periodic committee meetings and hearings were held around the state. Testimony was given by various PA county School Board Members, School District Directors, as well as Education Specialists. The Committees final recommendations were that there was an undue reliance on local real estate tax to support the cost of basic education in Pennsylvania, and that the Commonwealth can no longer permit the local tax burden to increase at the dramatic rates seen in recent years. This collection is arranged chronologically by date of the Meetings, Public Hearings.
