This collection consists of campaign materials from Mr. Kelly's campaigns for the Pennsylvania House of Representatives and the U.S. Congress, news clippings and press releases, correspondence, memorabilia, photographs, scrap books, and the book by Milton Lipson.� The correspondence and press segments address issues with which Mr. Kelly was interested and involved.

Under normal circumstances, scrapbooks are dismantled for preservation purposes, but in this case, Mr. Kelly's scrapbooks were carefully arranged and therefore, kept in their original format.� However, for preservation purposes, the scrapbooks were photocopied onto acid free paper and are contained within Series 1 and Series 2 of the collection.

This collection is valuable for any researchers interested in campaigns in the 1970's as Mr. Kelly kept copious records of his efforts.
