Creates the “Kelsey Smith Act” to require cell phone companies to provide mobile communications tracking information for a potential victim to an investigative or law enforcement officer in situations posing a risk or threat of death or serious physical harm, upon receipt of a written form from an investigative or law enforcement officer.
