Series Four consists of Blue Backs, which are the original pieces of legislation that were sponsored by a member of the House and then referred to a committee by the Speaker of the House. After the bill is reviewed in committee, it is then reported out to the entire House of Representatives and is put on the calendar for consideration. The bill must be considered on three separate days before it can be amended or passed through the House. Upon passage in the House, it is then referred to the Senate. The blue backs are bills that were never approved by both chambers of the General Assembly. They take their name from the blue cover sheets attached to the bills. If an action sheet is attached to the blue back, it indicates that the bill died with no final action. This series is arranged chronologically by session year, and within that year, numerically by bill number.
