Scope and Contents
During his tenure, Mr. Herman was on the Education Committee from 1983-2006 and served as the Chair of the Sub-Committee on Higher Education from 1989 to 1996. He was also on the Professional Licensure Committee from 1983-1996, the Aging and Youth Committee from 1993-1994, the Insurance Committee from 1995-1996, the Intergovernmental Affairs Committee from 1995-1996, and the Policy Committee from 2003-2004. He was also the Chair of the Local Government Committee from 1997 to 2006 and was on the Committee on Committees from 2005-2006 where he also served as Chair from 1995 to 1996. An avid historian and Civil War re-enactor, Mr. Herman also served as Co-Chair of the House History Caucus from 2003-2006 and was a designee to the Capitol Centennial Commission from 2004-2006. Mr. Herman was a member of the Legislative Data Processing Committee from 1983-2006, and he served as Chair from 1996 to 2006. This Committee was responsible for many of the technological advances that the House has made, which includes an Intranet database to provide Members with the ability to use laptops on the floor of the House. Most notably, Mr. Herman was a member of the Local Government Commission from 2001-2006 and chaired the Conference Committee on House Bill 39 (Special Session 2005-2006), called the “Taxpayer’s Relief Act.” That bill was signed into law and dealt with property tax reduction and local tax reform, two things for which Mr. Herman spent his entire career advocating. Mr. Herman retired from public service in 2006 to pursue a career in the private sector.
