Scope and Contents
In response to critical Philadelphia Inquirer articles dating from November 9 to November 11, 1997, the House of Representatives Judiciary Committee created an independent special committee to investigate the management, operation and financial condition of Stephen Girard estate left to the City of Philadelphia in the care of the Directors of the Girard College and the Philadelphia Board of City Trusts.� Stephen Girard’s will established a school for needy children and the remainder of his estate was to be invested to meet current and future needs of the institution.
