The collection is made up of constituent mailings regarding business, health care. Also, the collection contains research and notes regarding various public hearings held by the Policy Committee, in which Grucela was a member. Topics of the hearings include Educational Impact Fees, Land Use, PACE, Property Tax Reform, Nursing Shortage, and DUI.

Grucela held an essay contest each year in his district entitled, "There Ought to be a Law," in which local students could submit their thoughts about what topics should be discussed by the House Members to be enacted into law. The collection contains some of the entries from 2000.
