The records of the State Government Committee from the 1999-2000 session, the Republicans in majority. The Chairs were Paul Clymer (Majority) and Michael Gruitza (Minority). The Vice Chairs were David Argall (Majority) and Greg Vitali (Minority). The Secretaries were Daryl Metcalfe (Majority) and Rosita Youngblood (Minority).

In the 1999-2000 Session, the State Government Committee worked on the typically broad range of topics concerning state government. However, the Committee’s records have extensive information on the following: the Pennsylvania Voter Registration Act, Y2K Computer Issues, State Employee Retirement, Campaign Finance Reform, the Lobbyist Disclosure Act, Indian Tribal Gaming Issues and the Access to Public Records Act.

The collection contains several items that require further explanation. First, Senate Resolutions 8 and 98 created a Bipartisan Task Force to study the feasibility of changing the date of general primary elections to September. The Task Force records are not contained in this collection, but the Senate Resolutions did pass through the State Government Committee and were discussed during meetings on June 15, 1999 and April 19, 2000. Additional material on these Resolutions, including some Task Force meeting information is contained in Carton 2, Folders 41 and 42. The chair of the State Government Committee, Paul Clymer, was also a member of the Task Force.

Second, the House Blue Back files may include information beyond the actual Blue Back such as actuarial notes, amendments, analysis, correspondence, research and summaries. A researcher will benefit from examining the Blue Back to ascertain if there is additional information.
