Scope and Contents
This committee was comprised of House members and various educational officials and members of the general public. The members of the Commission included Thomas Druce (chairman), Edward Wojnaroski, Jess Stairs, Nicholas Colafella, Ed Krebs, Elinor Z. Taylor, Walter Carlson, Will Conyngham, Robert Greenwood, Eugene Hickock, Francis Michelini, Wallace Nunn, James Wansacz, Kim Ward, and James White. Representative Druce resigned from the House of Representatives in September 2000, at which point Representative Krebs took over as chairman.
The Committee held several public hearings and met regularly throughout the session year to discuss solutions to the problems in funding higher education. They submitted their final report to the General Assembly in November 2000, recommending that the Commonwealth adopt the State Board of Education’s Master Plan as its own statement for Pennsylvania postsecondary education. The members indicated that this plan should be updated and revised every five to seven years as needed. In addition to this, the committee advised that the state should develop an approach to funding that recognized differences in separate institutions and awarded higher levels of funding for schools which performed at higher levels. They also asked that the state look into the possibility of asking institutions to submit annual reports to the legislature.
