An Act amending Title 62 (Procurement) of the Pennsylvania Consolidated Statutes, further providing for definitions; providing for authority to waive employee limit, for alternative certification, for contractor performance and general conditions, for mentor-protege program and for small business reserve program; establishing a surety bond guarantee program; and further providing for contractors' and subcontractors' payment obligations.
