An Act establishing the Employment and Rehabilitation Commission for the Blind and Visually Impaired and providing for its powers and duties; providing for the delivery of comprehensive educational and rehabilitative services to blind and visually impaired persons of all ages within this Commonwealth; establishing the Business Enterprise Program and the Employment Fund for the Blind; transferring certain functions; and making a repeal of provisions in the Administrative Code of 1929 relating to services for the blind and visually impaired.
