The records of the Finance Committee from 2003-2004 session, the Republicans in majority. The chairs were Robert J. Flick (majority) and David K. Levdansky (minority). The vice chairs were Stanley E. Saylor (majority) and James E. Shaner (minority). The secretaries were Mike Turzai (majority) and Florindo J. Fabrizio (minority).

The committee covered subjects including property tax legislation, earned income tax collection, and legislation regarding small games of chance. Many proposed bills concern amendments to the Tax Reform Code of 1971, varying from changing portions of the tax code to including further elaboration upon key terms. House Bills 2750-2753, all concerned with public education funding, are of particular note because several public hearings in mid- to late-2004 revolved around them.
