An Act providing for a Citizens Constitutional Convention, for a referendum on the question and for the selection of delegates; defining the powers and duties of the convention; providing for operation of the convention; conferring powers and imposing duties on the Governor, the Secretary of the Commonwealth, and the Chief Justice of the Supreme Court; providing for a referendum on the convention's report; and making an appropriation.
