An Act amending the act of March 10, 1949 (P.L.30, No.14), known as the Public School Code of 1949, further providing for the definition of "school year"; further providing for the withholding of certain State payments, for distress in school districts of the first class, for the levying of taxes in school districts lying in more than one county or one municipality, for the contractual powers of the chancellor of the State System of Higher Education and for pupil transportation reimbursement; and providing for community education councils.
