Much of the work conducted by the Committee, which was chaired by Representative Italo Cappabianca (D), focused on investigations into the distribution of cheese and other Federal commodities by the Department of Agriculture. An interim report filed by Representative Cappabianca on behalf of the committee concluded that the Department violated the law and public policy by failing to award warehouse contracts to the lowest responsible bidder. The select committee further felt that the contracts were voidable, citing testimony heard by the committee describing problems that arose with warehouse contracts for both the needy family program and the school nutrition program. However, this commitment to terminate all existing warehouse contracts was not a sentiment shared by the entire committee, as Representative Roger Madigan also spoke before the House on the position of the Republican members of the special committee. Mr. Madigan requested legal counsel of the minority party to study the contract provisions because Federal funds were involved, and the difference in the federal requirements as far as advertising of bids might have differed from those in accordance with state law. The final report of the Special Committee was completed and submitted on October 3, 1984. Although the Special Committee was formed in 1983, much of the research material, including correspondence and contract agreements, are dated 1980 to 1984.
